Bart is short for Bay Area Regional Transit, as in "San Francisco Bay Area" so if there is a Bart garbage can in Sacramento,  it is about 85 miles out of it's range.

I saw it downtown at 11th and Jst around Feb 18th, 2002.  I did a little double-take, exclaiming out loud, "what is THAT doing here?",  Another guy echoed my sentiments.

Someone is being funny, and I am just the man to enjoy it.

Hmmm, I checked yesterday, Sept. 5th, 2002 and the BART garbage can is gone! It has been REPLACED by this OFFICIAL Sacramento can (See official City of Sacramento Seal). Hooray! Crisis resolved!
Or maybe....this whole thing...was a dream....
